Supporting Non-LDCs to advance National Adaptation Plans (NAPs)

Introduction

The National Adaptation Plan - Global Support Programme (NAP-GSP) for non-Least Developed Countries (non-LDCs) commenced in July 2015. The NAP-GSP is funded by the Special Climate Change Fund of the Global Environment Facility. The programme is a support mechanism to countries engaged in national adaptation planning processes. NAP-GSP will provide technical support on NAP processes to non-LDCs in the following areas:
 
(1)  Institutional support to develop NAP road-maps
(2)  Training on relevant, tools, methods and guidelines to support effective climate change adaptation planning
(3)  Knowledge sharing to enhance international and regional cooperation
 
The programme is jointly implemented by UNDP and UNEP in collaboration with development partners. NAP-GSP does not provide grants to requesting countries. Support from the programme can however assist countries to leverage finance from a variety of existing sources. This GSP builds on lessons learnt from the implementation of the GSP for LDCs.
 
Countries interested in technical assistance from the NAP-GSP should send Official letters of  request through  their national UNFCCC focal points to UNDP and UNEP addressed to Rohini Kohli (rohini.kohli@undp.org) and Mozaharul Alam (Mozaharul.Alam@unep.org).  The programme will accept requests on a rolling basis.

Supporting Bosnia to advance their NAP process

National Adaptation Plans in Bosnia and Herzegovina

The project to “Advance the National Adaptation Plan (NAP) process for medium-term investment planning in climate sensitive sectors in Bosnia-Herzegovina (B&H)” will support the Government of Bosnia and Herzegovina to advance the National Adaptation Plan (NAP) process and reach goals outlined in the Paris Agreement and 2030 Agenda for Sustainable Development.

Technology Transfer for Climate Resilient Flood Management in Bosnia and Herzegovina's Vrbas River Basin​

BiH is significantly exposed to the threats of climate change, but has very limited capacity to address and adapt to its negative impacts, in particular the frequency and magnitude of floods from its major rivers which have tripled in frequency in the last decade. The negative impacts of climate change particularly affect the vulnerable groups within the basin and key sectors such as agriculture and energy (hydropower).

Adaptation in Egypt through Integrated Coastal Zone Management

The essential objective of this project, Adaptation to climate change in the Nile Delta through Integrated Coastal Zone Management in Egypt, is to integrate the management of SLR risks into the development of Egypt’s Low Elevation Coastal Zone (LECZ) in the Nile Delta.

Under the Low Emission Capacity Building (LECB) Programme, financed by the EU, Germany, and AusAID, participating countries are primarily focusing on capacity building activities at the national level.  This includes formulating Low-Emission Development Strategies (LEDS) and/or Nationally appropriate Mitigation Actions (NAMAs), as well as establishing the underlying data collection systems (i.e. national GHG inventory systems, and monitoring, reporting and verification systems).

The creation of a National Communication offers countries the opportunity to contribute with technically sound studies and information that can be used for designing mitigation and adaptation measures, and project proposals that can and will help increase their resilience to the impacts of climate change.

Enhancing Climate Change Adaptation in the North Coast of Egypt

The Enhancing Climate Change Adaptation in the North Coast of Egyptproject aims to protect the densely populated low-lying lands in the Nile Delta, the home of 25 percent of the Egyptian population, which have been identified as highly vulnerable to climate change induced sea-level rise. The project will be implemented by the Ministry of Water Resources and Irrigation with a total budget of US$ 31.4 million over seven years.

Strengthening the Monitoring & Reporting System for Multilateral Environmental Agreements in Egypt

Previous assessments have revealed a number of priority cross-cutting capacity constraints concerned with public participation, technology transfer and cooperation, monitoring, evaluation and reporting, financial mechanisms/economic valuation, legislation formulation/enforcement, and the development of scientific research capacities. In addition, the analysis indicated that monitoring, evaluation and reporting represents a cause for a number of these other constraints.

This project aims to make highly vulnerable communities and regions resilient to climate related hazards such as floods and flash floods. It takes an integrated and comprehensive approach by addressing critical gaps in land use policy and regulatory frameworks, which are fundamental to climate resilient flood management.

Scaling-up multi-hazard early warning system and the use of climate information in Georgia

The “Scaling-up multi-hazard early warning system and the use of climate information in Georgia” project will reduce exposure of Georgia’s communities, livelihoods and infrastructure to climate-induced natural hazards through a well-functioning nation-wide multi-hazard early warning system and risk-informed local action. The multi-hazard early warning system is an essential element of the country’s climate risk management framework and will serve 1.7 million Georgians currently at risk from climate-induced hazards.

Establishing the Ghana Environmental Conventions Coordination Authority (GECCA)

The proposed project is designed to improve coordination structures and mechanisms so that stakeholders in Ghana are addressing climate change related needs in an effective manner. The proposed project will first help the Government to merge all existing management structures at national level into one structure consisting of the Ghana Environmental Conventions Coordinating Authority (GECCA) and its Secretariat. The project will then help these mechanisms become operational by building their capacity and supporting them to perform specific tasks.

Increased Resilience to Climate Change in Northern Ghana Through the Management of Water Resources and Diversification of Livelihoods

The main objective of the "Increased Resilience to Climate Change in Northern Ghana Through the Management of Water Resources and Diversification of Livelihoods" programme is to enhance the resilience and adaptive capacity of rural livelihoods to climate impacts and risks on water resources in the northern region of Ghana.

Integrating Climate Change Into the Management of Priority Health Risks in Ghana

The "Integrating Climate Change Into the Management of Priority Health Risks in Ghana" project will develop systems and response mechanisms to strengthen the integration of climate change risks into the health sector. Critical barriers will be overcome to shift the current response capacity of the health sector from being reactive towards being more anticipatory, deliberate and systematic.

Systemic Resilience and Reduced Vulnerability of Urban Poor in Honduras

Access to water is still limited in many areas of Honduras. Degraded watersheds affected by deforestation and pollution of both surface and ground water aggravate this critical situation. Urban areas (Tegucigalpa and San Pedro Sula) and several agricultural areas (Patuca basin) will face increased water scarcity in the near future. Honduras is currently considered one of the most vulnerable countries in Latin America, and climate scenarios indicate that existing water scarcity will be exacerbated by climate change and increasing variability.

At present, the environmental information on which development agents base their decisions is incomplete, outdated, unavailable, or inaccessible in Cote d’Ivoire. Together with the weak capacities of managing data and information, it has had the unintended consequence of suboptimal decisions on natural resource management, especially related to biodiversity, increased impacts on climate change, and accelerated land degradation.

Reducing Glacier Lake Outburst Flood Risks in Northern Pakistan

The Himalayan Karakorum Hindukush (HKH) Mountain region contains the second largest glacier in the world and acts as the main source for river systems in the area. However, it is also prone to climate-related hazards such as floods, avalanches and landslides, which occur annually and can cause significant human and material losses. Rapid glacial melt due to climate change is causing increased water flow into glacier lakes, threatening the prospect of Glacier Lake Outburst Floods (GLOFs).

Scaling up of Glacial Lake Outburst Flood risk reduction in Northern Pakistan

In Northern Pakistan, the melting of the Hindu Kush, Karakoram, and Himalayan glaciers due to rising temperatures have created 3,044 glacial lakes in the federally-administered territory of Gilgit-Baltistan and province of Khyber Pakhtunkhwa.

This partnership is a collaborative effort involving UNDP, UNEP and eight associations of regions.

Mountain Ecosystem-based Adaptation in Peru

The Nor Yauyos-Cochas Landscape Reserve in Peru is located in the Lima and Junin regions in the high Andean area of the upper Cañete and Pachacayo river basins. The reserve is a living landscape of significant conservation value, in which local communities maintain their ancestral ways in harmony with nature. The climate is variable due to altitude (between 2300 and 6000 metres above sea level) and annual rainfall varies between 500 to 1000 mm. The population living in the Reserve is confined to 12 communities with an estimated population of 10, 390.

Reducing Disaster Risks from Wildfire Hazards Associated with Climate Change in South Africa

The goal of the project is to reduce the country's environmental, social and economic vulnerability to the increased incidence of wildfires in order to adapt to climate change effects. This is to be achieved through a biome-scale change in the fire management approach from reactive fire-fighting to proactive integrated fire management (IFM), including managing the ecosystem through controlled burns.

Supporting Tajikistan to advance their NAP process

Community Learning & Capacity Building for Global Environmental Management & Poverty Reduction in Tajikistan

The project aims to expand Tajikistan’s capacity to generate global environmental benefits through educating and involving diverse stakeholders in addressing Rio Convention themes at national and local levels. The project will build capacity to use two key environmental management tools to implement the Rio Conventions and to reduce poverty. The first is “environmental learning” (EL) which, according to the Tajik Government’s approach, includes both formal environmental education (EE) in schools and informal environmental learning (EL) for all sectors of society.

Sustaining agricultural biodiversity in the face of climate change in Tajikistan

According to the Russian botanist and geneticist, Nikolai Vavilov, Tajikistan is a storehouse of globally important agro-biodiversity. Tajikistan’s agricultural biodiversity is not only of importance to the livelihoods of rural communities, to the local economy, and to local long-term food security, but also to global food security particularly in light of the future challenges of global climate change.

Supporting Zimbabwe to advance their NAP process

Building Climate Resilient Rural Communities in Zimbabwe

Climate change is projected to have profound impacts on Zimbabwe, including heightened water stress, increased incidence of drought, declines in crop and livestock productivity, change in wildlife ranges, an increase in wildfire incidents and the possible expansion of malaria zones. 

Coping with Drought and Climate change (CwDCC) in Zimbabwe

The project, Coping with Drought and Climate Change in Zimbabwe, worked to enhance the capacity of agricultural and pastoral communities in Zimbabwe to adapt to climate variability and change. The primary project objective was to demonstrate and promote adoption of a range of gender-sensitive approaches for adaptation to climate change among rural communities currently engaged in agriculture in vulnerable areas of the Chiredzi.
