UNDP (2011) Catalysing Climate Finance
This paper is a guidebook on policy and financing options to support green, low-emission and climate-resilient development.
This guidebook is part of a series of manuals, guidebooks and toolkits that draws upon the experience and information generated by the United Nations Development Programme’s (UNDP) support for climate change adaptation and mitigation projects in some 140 countries over the past decade. Developing the capacity of low-income countries to create conditions that enable public and private investment flows to address pressing environmental problems is a key priority to finance the transition toward a low-emission climate-resilient society. This guidebook is designed to contribute to this vital objective.
The following key-steps constitute the framework:
- Step 1: Identify priority mitigation and adaptation technologies options
- Step 2: Assess key barriers to technology diffusion
- Step 3: Determine appropriate policy mix
- Step 4: Select financing options to create an enabling policy environment
