Integrating climate change into planning and budgeting for agriculture and land use
This webinar discussed strategies for integrating climate change into national and sectoral budgeting and planning through experiences shared by two countries: Nepal and Uganda. Governments around the world are increasingly recognizing the need to invest in climate change as climate-induced shocks continue to impede sustainable development and economic stability.
Indeed, timely investment in adaptation and mitigation action can significantly reduce climate risks and deliver socio-economic benefits. For instance, every USD 1 billion invested in adaptation for coastal flooding saves USD 14 billion in damages (UNEP, 2022). However, current adaptation finance levels are inadequate, with developing countries needing 10 to 18 times more than current flows, creating a finance gap of USD 194-366 billion annually (UNEP, 2023). Closing the climate finance gap requires scaling up international public finance, domestic budgets and private sector investment.
The SCALA Programme supports countries in translating their nationally determined contributions (NDCs) and National Adaptation Plans (NAPs) into actionable climate solutions in agriculture and land use. This includes strengthening the integration of climate priorities into planning and budgeting processes at the national and sectoral level.
This webinar brought together over 80 practitioners involved in mainstreaming climate change priorities in planning and budgeting processes, with a focus on the agriculture and land use sectors.
