Solomon Islands SOFF Investment Phase

The Solomon Islands was selected in 2022 to be a beneficiary country of the Systematic Observation Financing Facility (SOFF) based on its limited density of surface-based weather observation network to support national, regional and global numerical weather prediction models. In line with the SOFF programming approach, the Bureau of Meteorology Australia was nominated by the Solomon Islands Meteorological Services as the peer advisor and UNDP in the Solomon Islands as the Implementing Entity. 

With a total budget of US$8,251,949 million, the Solomon Islands SOFF Investment Phase project will be implemented over five years from July 2024 to July 2029. The project will be implemented in two interconnected phases. The Investment Phase will be implemented in the first three years while the Compliance Phase will be implemented in the last two years of the project.

The overall goal of the project is to contribute to improved weather and climate products for better climate adaptation and resilient development nationally, regionally and globally through sustained compliance with Global Basic Observing Network (GBON).

Project details

The project document captures an overview of the implementation plan and was developed based on the information presented in the approved SOFF Investment Phase Funding Request of Solomon Islands. It captures:

  1. The current state of weather observations in Solomon Islands, highlighting the gaps between the existing network and capabilities and the GBON requirements;
  2. The proposed planned future state for Solomon Islands weather observation networks to become GBON compliant; and
  3. The details of recommended activities needed to reach this future state.

The overall goal of SOFF Investment Phase project is to contribute to improved weather and climate products for better climate adaptation and resilient development nationally, regionally and globally through sustained compliance with GBON. To achieve this goal, the project will:  

1) Strengthen GBON institutional and human capacity development;

2) Upgrade and establish GBON infrastructure in targeted locations; and

3) Sustain compliance with GBON through results-based financing.

An output-focused monitoring matrix is incorporated to periodically evaluate the project's effectiveness based on specific target indicators for GBON. Evaluation and learning will play a crucial role in facilitating adjustments within the project and its outcomes. Recommendations and guidance will be offered to the Project Board and the SOFF Secretariat to enhance implementation efforts.

The Investment Phase Risk Management Framework based on SOFF Risk Management Framework incorporating relevant programmatic and country specific risks with relevant mitigation measures are included to safeguard the implementation.

The SOFF Investment Phase project will create leverage by working closely with relevant regional and global initiatives as well as building on lessons of past and ongoing programmes.

The initiative is closely tied to Pillar Two of the Early Warning for All Initiative, encompassing Detection, Observation, Monitoring, Analysis, and Forecasting. It aligns with Strategic Goal No. 4 of the Solomon Islands National Development Strategy and contributes to Goals 1 and 3 of the Framework for Resilient Development in the Pacific (FRDP). Furthermore, this project's objective addresses Pillar One (Planet) of the UN Sustainable Cooperation Framework for the Pacific Region and the UNDP's Multi-Country Programme Document (MCPD) 2023-2027, while also connecting with Sustainable Development Goals 5 and 13.
