As countries approach critical climate reporting deadlines under the Paris Agreement, the SCALA 2024 Highlights Report shares the transformative progress made last year across twelve partner countries.

Key highlights from the report include:

Closing climate information gaps

SCALA country teams conducted comprehensive systems-level assessments to inform and strengthen climate policies:

  • Colombia completed 32 risk and vulnerability assessments and cataloged 15 traditional adaptation practices for farming from local communities and Indigenous populations.
  • In Mongolia, the programme evaluated carbon market schemes in Mongolia to boost pasture carbon sequestration and promote carbon market and supported a local fruit and berry value chains analysis in western regions in Mongolia. 

Mobilizing private sector partnerships

The programme advanced financing solutions to scale climate action:

  • In Senegal, SCALA supported La Banque Agricole in finalizing a Green Climate Fund proposal to channel climate finance for farmers and small and medium enterprises (SMEs) to implement climate-smart agricultural practices.
  • Costa Rica piloted a certification scheme for deforestation-free beef, promoting sustainable livestock practices.

Driving gender-responsive climate action

The programme’s Gender and Social Inclusion Strategy was pivotal in ensuring equitable climate actions.

  • With SCALA support, Costa Rica developed a roadmap to promote gender-responsive climate actions in the livestock sector, engaging more than 70 women producers.
  • In Uganda, SCALA supported local governments to integrate gender priorities into district development plans.

Aligning climate policies and national priorities

Countries made significant progress aligning their National Adaptation Plans (NAPs) and Nationally Determined Contributions (NDCs) while integrating climate priorities into their national and sectoral plans.

  • Cambodia aligned emissions reduction targets with its long-term strategy for carbon neutrality.
  • Senegal developed a data collection framework to monitor adaptation and mitigation measures in agriculture.
  • Ethiopia advanced broad policy integration, regional planning, and training for effective NDC and NAP implementation.
  • Mongolia will host a workshop in early 2025 to integrate gender equality into its NDC update.

Launching new tools for stronger adaptation

At COP29 in Baku, SCALA launched the Climate Action Review (CAR) Tool and Handbook, which empowers countries to prioritize and scale transformative adaptation action in the agriculture and land use sectors, accelerating progress towards their NDC and NAP targets.
